MEDITERRANEAN FENCING CONFEDERATION

CHAMPIONSHIP’S RULES

 

 

PARIS approved November 6, 2010

I – OBJECTIVE

1.1 Develop fencing in the Mediterranean countries.

1.2 To strengthen the friendship between the Mediterranean fencers.

II – ORGANIZATION

2.1 The championship’s organization has been vested to the Fencing Mediterranean
     Confederation by the Global Assembly (G.A.) choosing between the different Federations
     applications.

2.2 In case of difficulties that could overcome after the taken decisions, the Executive Committee
     (E.C.) can find the relevant solutions and communicate them to all the Mediterranean basin’s
     Federations.

     The decision must be justified.

2.3 The Championship’s schedule is set to the last weekend in January 2011.

2.4 The schedule mentioned above can be modified by the E.C. only if strong causes appear.
     These causes must be notified to the Federations members by the president.

III - EVENTS SCHEDULES

3.1 The are 14 events in the Mediterranean Championship’s:

     6 individuals: men's and women's foil, men's and women's sword, men's and women's saber for
     the Cadets (-17 years old)

     6 individuals: men's and women's foil, men's and women's sword, men's and women's saber for
     the juniors (-20 years old)

     2 by team for the juniors.

The teams will be male and female, and will be composed of three fencers each one of them using
a different weapon (ex: A= women’s team epee, a foil and saber). The teams can be composed of
juniors athletes or Cadets athletes.

Each country will be apple to engage a maximum of three (3) fencers by weapon and only 1 men's
team and 1 women's team.

3.2 Event's duration

     The Championships are schedules over three days.

First day: Cadets individual events: EH-FD-SH-ED-FH-SD

Groups composed of 6 or 7 members depending on the number of competitors.

Start of the false grid of 64, then grid 31, 16 and 8.

Semi finals, First assault EH, FD, SH, ED, FH, SD on six tracks.

Semi finals, Second assault EH, FD, SH, ED, FH, SD on six tracks.

Finals.

Second day: Juniors individual events: EH-FD-SH-ED-FH-SD

Groups composed of 6 or 7 members depending on the number of competitors.

Start of the false grid of 64, then grid 31, 16 and 8.

Semi finals, First assault EH, FD, SH, ED, FH, SD on six tracks.

Semi finals, Second assault EH, FD, SH, ED, FH, SD on six tracks.

Finals.

The fours first athletes will be awarded.

Third day: MEN and WOMEN by team events

Call of the men's fencers for the 16 or 32 incomplete grid.

Call of the women's fencers for the 16 or 32 incomplete grid.

3.3 The schedules are suggested by the Federation organizing the event and approved by the
     Confederation's Executive Committee.

The third day's schedules are established by the Technical Board (T.B.) regarding of the
number of team engaged.

IV - EVENTS SCHEDULES AND PLACE

4.1 The Championships are organized every year.

4.2 Normally, they are organized by a different country in rotation.

4.3 The event's date is set by the Global Assembly or by the Confederation's Executive Committee,
     in principle the last week end in January.

V – PARTICIPANTS

5.1 The Championships are opened to all the Mediterranean basin's Federations.

5.2 The CoMEs Executive Committee can invite, each time, two Federation from country not
     bordered to the Mediterranean Sea, but that have interests.

5.3 The Ordinary General Assembly of 2004 decided that the Portuguese's Federation will be
      invited to all the Championship's editions.

5.4 The Ordinary General Assembly of 2009 decided that the Jordan's Federation will be invited to
     all the Championship's editions.

5.5 All Mediterranean Federations who paid their yearly contribution to the CoMEs can be
     engaged in any events individual and by team.

5.6 The fencers age limits are:

     - 17 years old by the 31st of December on the year of the events for the CADETS.

     - 20 years old by the 31st of December on the year of the events for the JUNIORS.

5.7 The athletes must be in possession of an F.I.E. License valid for the current year.

5.8 For the individual events, the nations can engaged 2 fencers maximum for each weapon; for
     the team's events, the nations can engage 1 team per sex.

VI – ORGANIZATION

6.1 The Organization Committee is the entirety of the persons having the goal to organize the
     competition.

6.2 The facilities must have a minimum of six islands with two tracks each or three islands with
     four tracks each, and the track for the finals.

6.3 The organization is given to a Technical Board.

6.4 The Technical Board is composed of 3 members. 1 position is reserved for a person of the
     hosting country, the second position is reserved to a member of the Comes' Technical Committee

     designed by the Executive Committee and the bird position is reserved to a member of the
     Confederation's Refereeing Committee.

6.5 The organization's equipment control, as well as the fencer's equipment control must be done
     accordingly to the rules fixed by the F.I.E.

     This control is under the Organization Committee's responsibility.

6.6 The equipment control is mandatory. A place dedicated for this control will be implemented
     near the hotel chosen as the organizations headquarter. The control must be done the day before
     the start of the competition at the most.

VII – EVENTS FORM

7.1 Individual event: 1 round of grid of 7 fencers. If the grids are not full, the hosting country can
     complete it in order to have homogenous grids.

7.2 No fencer will be eliminated during the grids competition.

7.3 The direct elimination grid without second chance will be done accordingly to the grids'index. In
     case of equal index, the T.D. Will make a draw.

7.4 Ranking of the fencers in the grids, the T.D. Will take in account the following:

     - For the juniors the F.I.E. Ranking just before the Mediterranean Championship.

     - For the Cadets 1e European ranking just before the Mediterranean Championship.

     The ranking and the non-ranked fencers will be done by a draw.

7.5 Team event: The teams will be male and female. The team will be composed of three fencers
     using a different weapon.

7.6 The match order is a follows: Sword, Foil, Saber, Saber, Foil, and Sword.

7.7 The matches will be done in 30 touches, in relay matches return of 5 touches.

7.8 Each 5 touch match will last a maximum of 3 minutes.

7.9 Each fencer will fence with a different weapon.

7.10 The nations can only engage one team per sex.

7.11 The teams will be placed into the grid of 32 or 16 by points order.

7.12 The third place will not be fought, from the fifth place all the ranks will be fought.

7.13 The team's grids will be done accordingly to the point won during the individual events. The
        points will be given to the fencers accordingly their ranking in the individual event.

A – 1 point to the first, 2 points to the second, 3 points to the third, and so on until the last

       position in the ranking.

B – The team with the lower number of points is the top seed team and will take the first rank in

      the direct elimination grid.

C – If two or more teams have the same number of points the T.D. Will proceed to a draw to

      rank them.

If a fencer does not participate to the individual event but is part of a team he will have same
amount of point + 1 than the last of the individual event of his own weapon.

VIII – REFEREERING

8.1 Each Federation participating to the Championship must bring a referee on the lists (A and B)
     F.I.E of the year, from three fencers. When a Federation does not bring a referee, the
     Confederation's Executive Committee can apply the sanctions foreseen in the F.I.E. rules, this
     amount will be paid to the host country.

8.2 The hosting country supports the Championship's refereeing by designating the best of their 8
     national or international referees.

8.3 The Executive Committee can engage a maximum of 4 referees from the CoMEs member
     countries or to a neutral country.

All the participation expenses from these referees will be covered by the CoMEs accordingly to the
F.I.E. Rate.

IX – FINANCIALS CONDITIONS

9.1 The Federation that organizes the event assumes the expenses linked to the competition's
     equipment organization.

9.2 The Federation that organizes the event takes care of the travel and residence expenses of
     the CoMEs Technical Committee’s members as well as the member from the CoMEs Refereeing
     Committee.

9.3 All Federation participating will take care of travel and residence expenses of its own
     delegation.

9.4 An admission fee will be paid by participants. The amount has been set by the CoMEs
     Executive Committee. At the moment the rates are:

     - Individually: €10,00 per fencer
     - By team: €30,00 per team.

9.5 The hosting country is exempt of the admission fee for their fencers.

9.6 The Federations will be admitted in the competition if they are up to date with their annual
     contribution.

9.7 The same amount will be due by the invited Federations.

X – ENGAGEMENT

10.1 The fencing Mediterranean Championships are open to every Mediterranean Federations and
        to invited Federations.

10.2 The athletes must respect the age limit on the 31st of December of the year when the
        championship takes place.

10.3 The hosting nation Federation's must send the official invitations as well as the event's
        schedule to all Mediterranean basin's nations without any exception at least 3 month before the
        championship's date.

The same information will be published at the same time on the CoMEs'website (www.comes-
confmed.org).

10.4 The participating Federations must announce their participation to the hosting country at least
       1 month before the championship’s date.

10.5 The engagement for the individual competitions will be done on the F.I.E.'s website.

10.6 The engagement for the team competitions will be done during the Delegations
        Chiefs'meeting scheduled the day before the championship.

10.7 The engagement fees will be paid during the same meeting to the CoMEs Treasurer.

XI – AWARDS

11.1 The title “Mediterranean Champion” is awarded to the winner for each weapon.

11.2 The fencers ranked 1st, 2nd and 3rd receive respectively a gold medal, a silver medal, and a
        bronze medal (X2) on which the event's name and the year are written.

11.3 The teams ranked 1st, 2nd and 3rd receive a leaflet by team and a medal (gold, silver, bronze)
        on which the event's name, the year and the ranking for each fencer are written.

The leaflets, the medals and the cords will be furnished by the CoMEs.

The hosting country can offer prices of their choice.
